FROM DIGITIZATION TO CONVERGENCE - THE REGULATORY CHALLENGE

Announced years ago, the convergence of historically separate economic sectors - telecoms, computer technology, and content - is finally materializing. The problem now is the difficulty of convergence in the regulatory field. The other dimensions of this convergence - technology, uses and industry - are pushing for a harmonization that would assumedly provide a unique framework for players from the different sectors. Harmonisation is neverthelesscoming up against structural differences between the regulatory systems in force in the telecoms and broadcasting sectors, which are based on different paradigms. In this respect there is not convergence but a divergence which demands a firm choice of one of the paradigms. This will have a highly structuring impact on the resulting economy.
