The article analyses the introduction of new public policy principles and instruments during the drafting of the Digital Republic Act between 2012 and 2016. This law, which enshrines the principle of greater transparency in public policy, enabled experiments with new digital devices for citizen participation. The analysis focuses on the role and work of digital reformers within the governmental and administrative spheres. It describes the resources and strategies behind the promotion of these new practices, and their articulation to a highly codified administrative procedure for drafting legislation. More generally, the article argues for reincorporating the analysis of digital governmentality processes into the study of power relations and bureaucratic routines characterizing the organization of governments.
