The European community is developing a security strategy for migrants which clashes with the wish of many of them not to favour a particular country for indeterminate periode settlement. The use of immigrants for precise economic needs is leading Europe and its member states to build ?intelligent borders? enabling them to identify people considered as ?high-risk?, by means of a Visa Information System. An obsession with fraud is also leading to the use of biometrics in a more sophisticated proactive approach than the essentially reactive strategy governing security matters as a whole.
