For a Philosophical Concept of Communication Law

Can we reduce problems of regulating the media to a technical issue, without making the philosophical assumption of a lack of political integration? The intention here is to show the extent to which democratic regulation of mediated communication is conceptually bound to transformations in political justice, in a context of apparent weakening of the state. Responding effectively and legitimately to the disconnection between the media system and moral expectations as regards communication, requires the formulation of a normative but concrete concept of communication law. There then emerges an understanding of freedom that is modern and public, without being either statist or nationalistic.
