In this paper the author questions the suitability of existing regulatory structures with regard to the world- wide development of information highways. To what extent can resources be mobilized for the generalized development of these networks? He analyses the opposing forces aimed at the reduction of regulations and their simultaneous standardization, and proposes an evolutionary strategic model of the new communication markets as a framework for reflection.
